You are prepping for a deployment or migration and all of a sudden all of the users are getting emails unknowingly before you are ready to do so... There is a way to prevent that!
By default in V14 this setting is enabled so it can catch you by surprise, You can easily go in and disable this with a simple check box. Make sure you get to this BEFORE you enter new extensions OR import your backup file.
